This witty, folio engraving is from James Gillray. It was part of either of his works titled
The Genuine Works of James Gillray or
Illustrative Description of the Genuine Works of Mr. James Gillray. The works were published in London by Thomas McLean in 1830.

James Gillray (1756-1815) was the "father of the political cartoon." He used his scathing humor and expert draughtsmanship to produce some of the best and most formative political satire. Some of his most noted cartoons / caricatures are of George III, Napoleon I, and William Pitt.
